Dear Winter Springs Residents,

Thank you for allowing me to serve the City of Winter Springs since 2006 as your City Commissioner from District Two. During this time I was pleased to be a part of what I see as many positive changes in our City:

  • I supported either lowering or keeping our city taxes unchanged for each of the past several years.
  • During my service on the Commission we have enjoyed the lowest crime rate in the county.
  • I've been integral in the support of programs for our award winning parks and recreational activities.
  • I advocated for changes in the funding of city events that resulted in Winter Springs either breaking even financially or generating a profit on events that previously carried a large associated cost.
  • I've supported efforts to keep our neighborhoods safe and clean and proactive plans that have started to infill our business districts.
  • Through programs like the Citizen's Police Academy, The Citizens Advisory Council, and other new initiatives for citizen participation, our Citizen Customers now have a bigger voice in the running of our City.
  • As a believer in Government in the Sunshine I strongly supported a totally transparent operating environment at City Hall, where even the city's checkbook is online for all to see.

Personally, I have kept my promise of being constantly available to you and continue to hold open weekly meetings as I have for the past 9 years. In concert with the City Manager and the Police Chief these meetings have provided residents the chance to come and ask any question you like in a less formal setting than a City Commission Meeting.

Further, in respect of the fiduciary trust you have placed in me, I have only twice filed any expense report for costs incurred while serving the city. Both reimbursement events were for overnight travel to attend a statewide meeting and to speak with our legislature in Tallahassee.

Last over my past two terms I have upheld the fiscal and social conservative values that have led our community to being recognized nationwide as a great place to live. I have never sought personal aggrandizement or any sort of gain from my service but only to serve this wonderful City I have chosen to call home and to serve each of you to the best of my ability.

I hope you will allow me to continue my service to you for another 4 years by voting for Rick Brown for the Winter Springs City Commission on November 4th.

  • Rick Brown puts his money where his mouth is. As an invested Winter Springs Business Owner employing close to 100 high school and college students across 4 Tijuana Flats Franchise locations in Seminole and Orange county he is a job creator and community partner.
  • Rick is an investor in 2 Winter Springs Technology Start-up companies; one is a UCF Incubator Company.
  • Prior to becoming in entrepreneur, Rick held several executive positions with international responsibilities with Fortune 100 software companies.
  • He has been serving the Winter Springs Community for years:
    • As a 2 term City Commissioner holding firm to Conservative Values, and advocating Personal Responsibility resulting in property value growth, friendlier and safe communities, and a growing business environment while maintaining the sanctity of our family oriented neighborhoods.
    • He has served on the Commission during a period that saw 5 years of holding the line on city taxes either through reductions or holding taxes flat.
    • He provided tens of thousands of dollars in direct and indirect funding and support of our teachers, students, public safety and community organizations and events both personally and through his Tijuana Flats Franchise Locations.
  • Rick has many years of Community Volunteer Service to the community including:
    • Honor Flight - Elected to the Board of Directors as Treasurer for the 2014 - 2016 term
    • Boys Town of Central Florida - Has served as three time past Chairman of the Board and as Chair of the Development Committee since 2008
    • Leadership Seminole - Served as past Chairman of the Development Council for Leadership Seminole and a graduate of Class 15
    • Seminole Behavioral Healthcare - Served as Secretary to the Board of Directors
    • Citizens Academy - A Graduate of Winter Springs Citizens Academy
    • A Life Time Member of the US Naval War College Foundation in Newport, RI

Candidate's Oath


I am signing and submitting to the City of Winter Springs City Clerk and the Seminole County Supervisor of Elections this Oath of Conduct which I will adhere to and govern myself in accordance with. I challenge any opponent I may have to do the same by signing and submitting this Oath as well on behalf of their campaign, supporting PACs and other organizations that may represent them.
